内蒙古大学位于内蒙古自治区首府呼和浩特市,距北京480公里,是新中国成立后党和国家在边疆民族地区创办的第一所综合大学。学校创办于1957年,时任国务院副总理、自治区主席乌兰夫任首任校长,原高教部综合大学司副司长于北辰任副校长,中国科学院学部委员、著名生物学家、北京大学一级教授、耶鲁大学博士李继侗先生来校执教并任学术副校长。建校初期,党和国家从北京大学、复旦大学等国内十几所著名高校,选派了一批知名学科带头人和学术骨干组成高水平师资队伍,为学校高质量发展奠定了坚实与优良的办学基础。

学校于1962年招收研究生,1978年被确定为全国88所重点大学之一,1984年获博士学位授予权,1997年被批准为国家“211工程”重点建设院校,2004年成为内蒙古自治区人民政府和教育部“省部共建”大学,2012年入选国家“中西部高校提升综合实力计划”高校(“一省一校”),2017年入选国家一流学科建设高校,2018年成为教育部和内蒙古自治区人民政府“部区合建”高校,2022年入选国家第二轮“双一流”建设高校。

(一)“骏马计划”人选招聘条件及基本待遇

“骏马计划”设A类(A1、A2、A3)岗位和B类(B1、B2)岗位,A类岗位面向海内外高端人才,B类岗位面向海内外青年优秀拔尖人才。

1. A1岗

招聘条件:具有国际学术影响力、在所在领域获得国内外公认的开创性成果、能引领本学科发展的战略科学家和顶尖人才,年龄一般不超过65周岁。

待遇优渥,年薪与住房补贴面议,所属团队的科研和实验室建设经费配置充足。聘期内保证博士生招生和博士后指标。兼职实行“一事一议”。

2. A2岗

招聘条件:活跃在国际学术前沿、能够组织和承担重大研究任务的自然科学和人文社科领域的领军人才、海外一流大学或科研机构的教授,年龄一般不超过55周岁。

待遇优厚,按照《内蒙古大学“骏马计划”岗位实施办法》确定年薪、住房补贴和科研启动经费。聘期内保证博士生招生和博士后指标。

3. A3岗

招聘条件:取得重要研究成果的或具备成为学科领军人才潜质的优秀青年人才。理工类入选年龄一般不超过45周岁,人文社科类入选年龄一般不超过50周岁。

4. B1岗

招聘条件:具有海内外知名高校或科研院所的博士、博士后经历。在顶级学术期刊(理工类)或中国社会科学院AMI顶级/权威学术期刊(人文社科类)上发表系列研究成果,具有承担国家级科研项目经历或具备承担国家级科研项目能力。理工类入选年龄一般不超过40周岁,人文社科类入选年龄一般不超过45周岁。

5. B2岗

招聘条件:具有海内外知名高校或科研院所的博士、博士后经历。在顶级学术期刊(理工类)或中国社会科学院AMI顶级/权威学术期刊(人文社科类)上发表研究成果,具备承担国家级科研项目能力。理工类入选年龄一般不超过35周岁,人文社科类入选年龄一般不超过40周岁。

“骏马计划”岗位人员配偶需要就业、子女需要就读中小学和幼儿园的,按照自治区相关人才政策规定,由学校负责协调解决。

(二)青年学术人才招聘条件及基本待遇

根据青年学术人才的科研水平和学术潜力,分为青年A类人才和青年B类人才,均为教学科研岗位。

1. A类

招聘条件:(1)具有良好教育背景,在国内外知名大学或科研机构获得博士学位,具有博士后经历者优先,具备成长为国家级青年人才的潜质。年龄不超过35岁。(2)具有把握学术前沿领域的能力,已经开展前瞻性研究工作,在本学科领域已取得优异成绩,攻读博士学位或博士后期间在本一级学科,以第一作者署名发表过高水平学术论文3篇以上,其中至少1篇为本学科顶级期刊论文,或AMI权威及以上期刊论文(在读期间导师为第一作者、本人为第二作者的视同本人第一作者),对未来科研工作具有独创性构想,具备承担国家科研任务、做出高水平创新性成果的能力和水平。(3)热爱高等教育工作,具有主讲本科生与研究生课程的能力。

2. B类

招聘条件:(1)具有良好教育背景,在国内外知名大学或科研机构获得博士学位,或具有博士后经历,具备成长为优秀学术人才的潜质。年龄原则上在35岁以下;特别优秀或人才紧缺的学科领域年龄可放宽至38周岁(含)。(2)能够掌握学术领域的最新动态,学术上崭露头角,在本学科领域已取得优异的学术成果(攻读博士学位或博士后期间在本一级学科,以第一作者署名发表过高水平学术论文2篇以上,或相当水平的其它科研或服务成果),对未来科研工作具有创新性构想,具备承担国家科研任务、做出高水平创新性成果的能力和水平。(3)热爱高等教育工作,具有主讲本科生与研究生课程的能力。

待遇优厚,按照《内蒙古大学青年学术人才引进办法(修订)》确定工资、保险、福利待遇、住房补贴和科研启动经费。

三、招聘程序及绿色通道

(一)招聘程序

2.用人单位在对应聘者材料进行初审的基础上确定进入考查范围人员名单,采取面试、学术答辩、课程试讲等方式对应聘者进行考查和评价,采取查阅档案、函调、谈话、走访等方式对应聘者思想政治素质、学风(师德师风)进行考察,研究确定拟引进人员名单及引进层次。学校组织专家对各单位拟引进人选进行评审,给出学校拟引进人员名单及引进层次评审意见。学校党委会根据用人单位的考察意见、学校专家组的评审意见,研究确定引进人员名单及引进层次。

(二)绿色通道

2026 Inner Mongolia University Top-notch Talents Recruitment


Inner Mongolia University (IMU) is located in Hohhot, the capital of the Inner Mongolia Autonomous Region, approximately 480 kilometers from Beijing. Founded in 1957, IMU was the first comprehensive university established by the Party and the State in China’s ethnic minority border regions after the founding of the People’s Republic of China. Mr. Ulanhu, the then Vice Premier of the State Council and the Governor of the Inner Mongolia Autonomous Region, served as the first President of IMU. Yu Beichen, the former Deputy Director of the Comprehensive Universities Division of the Ministry of Higher Education, served as the Vice President of IMU. Li Jitong, a member of the Academic Divisions of the Chinese Academy of Sciences, a renowned biologist, a senior professor at Peking University, and a PhD graduate of Yale University, joined IMU as a faculty member and served as the Academic Vice President. In the early years of IMU, the Party and the State selected and dispatched a group of leading scholars and academic backbones from more than a dozen prestigious universities across China, including Peking University and Fudan University, to form a high-caliber faculty team, thereby laying a solid and enduring foundation for the high-quality development of IMU.

IMU was approved to enroll postgraduate students in 1962, designated as one of China’s 88 key national universities in 1978, authorized to confer doctoral degrees in 1984, included in Project 211 for the building of key universities in 1997, became a co-sponsored university jointly supported by the People’s Government of the Inner Mongolia Autonomous Region and the Ministry of Education in 2004, incorporated into the state program for building one high-level university in each of the provinces in the Midwestern Region in 2012, selected as one of the universities in China for the First-Class Discipline Construction Initiative in 2017, selected for co-sponsorship by the Ministry of Education and the People’s Government of the Inner Mongolia Autonomous Region in 2018, and chosen for the second round of the State’s Double First-Class Program in 2022.

IMU has always considered its teaching staff as the primary resource, accelerating the implementation of high-level talent strategies and comprehensively cultivating, introducing, and making full use of talents. 2.1 Qualifications and remuneration for talents under the Steed Plan

The Steed Plan includes Post A positions (A1, A2, A3) for both leading talents and Post B positions (B1, B2) for top-notch young talents at home and abroad.

Post A1 Positions

Qualifications: Strategic scientists and top-notch talents with international academic influence, recognized at home and abroad for pioneering achievements in their respective fields, and capable of leading the development of their specific disciplines, normally aged below 65.

IMU offers generous terms for scholars recruited during the employment period, including bounteous benefits, an annual salary and housing subsidies open to negotiation, and adequate scientific research and laboratory construction funds allocated to the team. IMU ensures the enrollment of doctoral students and postdoctoral researchers during the employment period. Part-time appointments are subject to case-by-case consideration.

Post A2 positions

Qualifications: Leading talents in the fields of natural sciences and humanities and social sciences who are active in the international academic frontier and capable of organizing and undertaking major research tasks, and professors from first-class overseas universities or scientific research institutions, normally aged below 55.

IMU ensures the enrollment of doctoral students and postdoctoral researchers during the employment period.

Post A3 positions

Qualifications: Outstanding young talents with important research accomplishments or the potential to grow into leading talents in their disciplines, normally aged below 45 for talents in science and engineering, and below 50 in humanities and social sciences.

IMU offers generous terms for scholars recruited during the employment period, including bounteous benefits, an annual salary and housing subsidy and research start-up funds determined in accordance with the Implementation Measures for the “Steed Plan” positions at IMU. IMU ensures the enrollment of doctoral students and postdoctoral researchers during the employment period.

Post B1 positions

Qualifications: Scholars with doctoral degrees or postdoctoral backgrounds from well-known domestic or international universities or research institutes with the publication of a series of research findings in top-level academic journals (for science and engineering) or AMI top/authoritative academic journals of the Chinese Academy of Social Sciences (for humanities and social sciences), and with the experience of participation in national-level research projects or the ability to undertake national research projects, normally aged below 40 for talents in science and engineering, and below 45 in humanities and social sciences.

IMU offers generous terms for scholars recruited during the employment period, including bounteous benefits, an annual salary, housing subsidy, and research start-up funds determined in accordance with the Implementation Measures for the “Steed Plan” positions at IMU. IMU ensures the enrollment of doctoral students and postdoctoral researchers during the employment period.

Post B2 positions

Qualifications: Scholars with doctoral degrees or postdoctoral backgrounds from well-known domestic or international universities or research institutes with publications in top-level academic journals (for science and engineering) or AMI top/authoritative academic journals of the Chinese Academy of Social Sciences (for humanities and social sciences), capable of undertaking national-level research projects, normally aged below 35 for talents in science and engineering and below 40 in humanities and social sciences.

IMU offers generous terms for scholars recruited during the employment period, including bounteous benefits, an annual salary and housing subsidy, and research start-up funds determined in accordance with the Implementation Measures for the “Steed Plan” positions at IMU.

If the spouses of talents recruited for the above positions need employment or if their children need to attend preschool, primary, or secondary school, IMU will coordinate and make proper arrangements in accordance with relevant provisions of Measures for Talents in the Inner Mongolia Autonomous Region.

2.2 Qualifications and benefits for young academic talents

Based on the research level and academic potential of young academic talents, they are divided into young post A talents and young post B talents. Both are teaching and research positions.

Post A positions

Qualifications: (1) Scholars with an outstanding educational background, doctoral degrees conferred by renowned universities or scientific research institutes in China or abroad, and candidates with postdoctoral experience are preferred, with potentials to become national-level young academic talents, aged no older than 35 (inclusive). (2) Scholars with the ability to grasp the cutting-edge academic fields, conduct forward-looking research, and achieve outstanding results in the field of study, having published at least 3 high-level academic papers as the lead author while pursuing a doctoral degree or postdoctoral fellowship in the same discipline, with at least 1 of them being published in a top-tier journal of the discipline, or in AMI authoritative or above journals (publications where the supervisor is the lead author and oneself is the second author are considered the same as being the lead author). They should have original ideas for future research work and possess the ability to undertake national scientific research tasks and produce high-level innovative results. (3) Scholars with enthusiasm in higher education and capacity to teach undergraduate and postgraduate students.

Post B positions

Qualifications: (1) Scholars with an outstanding educational background, doctoral degrees conferred by renowned universities or scientific research institutes in China or abroad, or postdoctoral experiences, with potential to become outstanding academic talents, aged no older than 35 in principle; for particularly outstanding candidates or disciplines in urgent need of talents, the age limit may be extended to 38 (inclusive). (2) Scholars with the capacity to grasp the latest developments in their academic fields, who have begun to emerge academically and achieved outstanding academic results in their disciplines (having published at least two high-level academic papers as the first author while pursuing a doctoral degree or during the postdoctoral period in the same discipline, or having other research or service achievements of an equivalent level), with innovative ideas for future research, and possessing the ability and competence to undertake national scientific research tasks and produce high-level innovative achievements. (3) Scholars who are committed to higher education and have the capacity to independently teach undergraduate and postgraduate courses.

The compensation package is generous, with salary, insurance, benefits, housing allowance, and research start-up funds determined in accordance with the “Measures for the Recruitment of Young Academic Talents at Inner Mongolia University (Revised).”

3. Procedure and Green Channel

3.1 Procedures

3.1.1 Applicants may apply independently or be recommended by experts. They are requested to submit their application materials, including a curriculum vitae, to the relevant college, institute, or center, and contact the designated recruitment liaison by phone. At the same time, the application materials should be sent to the Talent Affairs Office of IMU at rcb@imu.edu.cn and the Faculty Affairs Department (Office of Human Resources) of IMU at ndszk@imu.edu.cn. The email subject should be formatted as: “Talent Recruitment + Discipline Name + Applicant’s Name”.

3.1.2 Based on a preliminary review of the applicants’ materials, the relevant colleges will determine the list of candidates eligible for further evaluation. The applicants will be assessed through interviews, academic defenses, and trial lectures. Their ideological and political quality and academic conduct (including professional ethics) will be examined through file review, written inquiries, interviews, and on-site visits, among other methods. The colleges concerned will propose a list of candidates to be recruited and the corresponding recruitment categories. IMU will organize experts to conduct evaluations and provide review opinions on the proposed candidates and recruitment categories. The IMU Party Committee will make the final decision on the list of talents to be recruited and the recruitment categories based on the assessment opinions of the employing units and the evaluation opinions of the expert panel.

3.2 Green Channel

For special talents in urgent demand, IMU will establish a green channel and implement a differentiated and flexible talent policy of “case-by-case arrangements for individual talents” with regard to salary, research start-up funds, housing allowances, and research conditions.
